Research into prescribing authority for specialist nurses
In May 2025, Dr. Maud Heinen and Rosa Mennes MSc began research into the application of independent prescribing authority by oncology, diabetes, and pulmonary nurses. The nursing professional association V&VN commissioned this research, with IQ Health acting as the preferred partner.
Since 2014, diabetes nurses and COPD/asthma nurses have been allowed to prescribe certain medications independently. In 2015, specialized oncology nurses were also granted this authority. The government introduced this regulation to make healthcare more accessible, efficient, and affordable through task reallocation. By avoiding unnecessary intermediaries, patients would have fewer healthcare providers to deal with.
In practice, however, it appears that nurses apply this authority to varying degrees, influenced by various factors. The study consists of two parts:
1. Application and obstacles
The researchers use questionnaires and (group) interviews to map out the extent to which nurses use their prescribing authority and the factors that influence this. Based on these insights, they develop implementation strategies so that nurses who wish to do so can use this authority effectively.
2. Future expansion
In the second part, the researchers explore which other specialized nursing departments within V&VN are interested in obtaining prescribing authority. Together with these departments, they analyze the current situation and determine what steps are necessary to achieve this authority.
